As the Head of Corridor Management, you will be responsible for managing and overseeing regional corridor management functions and activities. This will include but not be limited to conducting land development and planning reviews, managing access management, entrances, encroachments, building and land use, as well as signage. You will also provide technical advice on permit applications, development proposals, land use proposals, and other corridor management-related issues. Your expertise will ensure the long-term viability and integrity of the highway network within the eastern region is protected.

Please Note:
This position requires occasional travel within the east region. Applicants with a valid Class G driver's license or equivalent, as recognized by the Province of Ontario, will be preferred.

About Us:
The Corridor Management Section ensures the equitable administration of the ministry's corridor management legislation, policies, standards and procedures to support economic growth while ensuring the safe and efficient movement of people and goods across the province. The section administers activities required to determine, convey, and promote the ministry's position with respect to One Window and Municipal Plan Review planning applications, developer and property owner land use and development proposals, requests for access onto or in the vicinity of the highway and related inquiries and their potential impacts to the provincial highway corridor. The section also reviews entrance, building and land use, encroachment and sign permit applications and issues applicable permits in compliance with the ministry's policies, guidelines and customer service standards.

What can I expect to do in this role?

Reporting to the Manager, Highway Operations, you will:

  • Manage and coordinate the activities of the Corridor Management section staff dispersed across regional and area offices in the region.
  • Provide leadership to deliver the regional corridor management functions and activities.
  • Provide expert land use planning and engineering support and advice on issues related to Corridor Management to regional senior management.
  • Provide technical advice on permit applications, development proposals, land use proposals and other related issues to protect the long-term safety, viability and integrity of the highway network within the region.


How do I qualify?

Mandatory

  • You must be licensed by the Professional Engineers of Ontario (PEO).


Leadership and Management Skills

  • You possess strategic leadership and management skills that enable you to provide guidance to a diverse, multi-disciplinary team and effectively schedule work based on corporate and divisional priorities.
  • You demonstrate a strong commitment to developing, building, and leading organizational capacity through inclusive, positive, and values-based leadership. This includes expertise in areas such as organizational design, recruitment, talent and performance management, and labor relations.
  • You have the ability to ensure overall compliance with legislative statutes, collective agreements, government and ministry policies, directives, guidelines, and service-related commitments.
  • Your sound judgment and political acuity skills enable you to provide authoritative advice and guidance to senior management.
  • You demonstrate effective management techniques in overseeing the review, analysis, and approval of regional building and land use, encroachment, signs, and permits.
  • You have demonstrated the leadership behaviors, attributes and mindsets to lead the Ontario Public Service into the future.


Technical Knowledge

  • You possess advanced knowledge of the theories, principles, and practices of civil engineering, with a particular focus on transportation planning, corridor management, and highway design.
  • You have a comprehensive understanding of relevant acts and regulations, such as the Public Transportation and Highway Improvement Act, Drainage Act, Planning Act, Environmental Assessment Act, and Highway Traffic Act.
Your ability to identify deficiencies in corridor management projects and establish frameworks for creating new business opportunities to finance highway operations is commendable.
  • You have the capacity to acquire knowledge of land use planning methodologies and provincial and municipal-level transportation planning.


Analytical and Project Management Skills

  • Your exceptional planning, organizational, and project management skills enable you to effectively plan and coordinate work plans and allocate resources.
  • You possess the capability to plan, develop, and implement new or modified policies, contract documents, contract specifications, processes, procedures, and performance requirements.
  • With prior knowledge of budgetary and financial processes, you are adept at preparing and implementing fiscal and performance budgets, multi-year and annual work plans, as well as monitoring and reporting on budget allocations.
  • You have proven analytical, problem-solving, and decision-making skills to assess requests for deviations from ministry policies, provide thorough review for approval or refusal of permits and correct infractions using progressive measures.


Communication, Negotiation and Relationship Management Skills

  • You have excellent consultation, negotiation, communication and presentation skills to promote consensus, negotiate agreements, provide advice and information as well as make presentations and prepare reports.
  • You possess tact and political acuity, demonstrating a keen awareness of the political dynamics inherent in external relationships.
  • You have advanced knowledge and techniques for managing stakeholders, which includes effective communication with senior government officials, managers, industry representatives, field staff, contractor staff, and personnel from other ministries.
